Off-plan means buying a property from the developer before it is built, paying in instalments against construction progress rather than owning a finished home.

What the buyer owns at the point of sale is a contract and a payment plan, not a dwelling. Payments are made into an escrow account tied to the project, and the sale is recorded on the Oqood register until the building is handed over and a title deed is issued.
Off-plan is not a niche in Dubai, it is the larger half of the market. The attraction is the staged payments and the entry price; the risks are the handover date and what the finished unit resells for against the price paid.
The question worth asking is not what the tower will look like. It is what the developer's last completed projects did on time, and what their finished units now trade at on the register.
