Mollak is the Dubai system through which service charges for jointly owned property are budgeted, approved and collected.

Owners' funds are held in accounts tied to the building rather than to a management company's general money, and budgets go through an approval process rather than being set at will.

It is the reason a Dubai service charge can be checked against an approved figure instead of taken on trust.
