Master developer

A master developer plans and builds the infrastructure of a whole community, then develops parts of it and sells plots to other developers.

The master developer sets the road layout, utilities and overall character of a community, and often remains responsible for the shared community infrastructure long after individual buildings are sold.

It matters to a buyer because the quality and upkeep of the surroundings, and part of the service charge, can depend on the master developer rather than on whoever built the specific tower.
